JOB PURPOSE: The Community Outreach Director is responsible for the strategic planning, resource development, and operational support of CKCAC programs that enhance the quality of life for residents in the eight-county Lincoln Trail region. The Community Outreach Director integrates traditional community outreach with sustainable planning, grant management, and project execution. This role is essential in raising awareness of CKCAC programs within our communities and enhancing the image of CKCAC with all stakeholders.

RESPONSIBILITIES AND DUTIES:
- Lead the agency’s Community Needs Assessment (CNA) process, analyzing regional data to identify gaps in services and emerging community trends.
- In coordination with the CSBG Director, design and implement a long-range Community Action Plan that aligns with CKCAC’s mission and the Results Oriented Management and Accountability (ROMA) framework.
- Foster an environment of innovation, seeking new service delivery models that address the "Whole Family" approach to poverty.
- Oversee the development of specialized projects, as directed by Executive Director.
- Identify and pursue federal, state, and private funding opportunities to support agency growth and sustainability.
- In collaboration with Program Directors or other CKCAC staff, ensure grant applications and reporting requirements are met.
- Identify fundraising opportunities to expand CKCAC’s service delivery model and support non-federal share match requirements for programs.
- Serve as liaison between CKCAC and local governments, the Lincoln Trail Area Development District (LTADD), non-profit and civic organizations, and private stakeholders. Oversee creation and management of partnership agreements (e.g. MOUs, etc.) with community partners for all CKCAC programs.
- Serve as primary contact for strategic communication efforts with the Community Action Kentucky (CAK) network and Lincoln Trail’s (LINC) Communication Department.
- Oversee regional outreach efforts to ensure that marginalized and rural populations have equitable access to agency resources. Coordinate CKCAC’s regional emergency preparedness, response, and recovery efforts in collaboration with local officials.
- Represent the agency in public forums, civic organizations, and state-level advocacy groups, as needed.
- Other duties as assigned.
- Proficiency in complex budget management and fiscal compliance for government-funded programs.
- Advanced writing skills with the ability to synthesize technical data into compelling narratives for stakeholders and donors.
- Exceptional public speaking and interpersonal skills to build consensus among diverse community groups across our eight-county service area.
- Ability to effectively represent and advocate for CKCAC to all stakeholders, including local, state, and federal officials.
- Ability to interpret regional demographic data and translate it into actionable program goals. A demonstrated history of building partnerships across county lines and organizational boundaries. A passionate commitment to the empowerment of low-income individuals and the removal of systemic barriers to self-sufficiency.
- Must possess a valid driver’s license and be willing to travel extensively across the eight-county service area (Breckinridge, Grayson, Hardin, LaRue, Marion, Meade, Nelson, and Washington).
- Ability to work flexible hours, including occasional evenings for board meetings or community events.
- Bachelor’s degree in Community Development, Public Administration, Social Work, Business Administration, or related field or have a minimum of 5–7 years of progressive leadership experience in non-profit management, community planning, or a similar social service environment. Proven track record of securing federal and state grants and/or other fundraising leadership.
