JOB PURPOSE: The Assistant Director of Community Services is to provide program management assistance to the Community Services HEAP Director and County Coordinators throughout the eight-county area.  Duties and responsibilities include day-to-day support, communicating effectively with low-income individuals and the public regarding Agency programs and services and demonstrating sensitivity to the needs of service recipients.

RESPONSIBILITIES AND DUTIES:
  • Assists the Community Services/HEAP Director in the day-to-day operations and management of the Community Services Block Grant (CSBG) Program of the agency when the Community Services/HEAP Director is not available.
  • Assists County Coordinators in carrying out Community Services/HEAP programs in compliance with program regulations and eligibility guidelines.
  • Must travel throughout the eight-county area to fill in, provide office coverage and take applications.
  • Assists in preparing reports for Community Services programs and performing data entry as necessary for all programs.
  • Monitors and tracks all LIHEAP data to ensure transmittals are received daily and submitted to finance for payment.
  • Leads vendor recruitment for LIHEAP and CSBG Programs.
  • Assists with grant preparation and submission.
  • Assists with CKCAC, CSBG, and LIHEAP monitoring, as needed.
  • Arranges for necessary county or community groups meetings and prepares written minutes or records of each meeting.
  • Assists CSBG program in personnel related matters.  Assists in the recruitment, hiring, onboarding, and evaluation processes for the CSBG program, as directed by Community Services/HEAP Director. 
  • Maintains confidentiality of employee information, client service activities, and program information.
  • Attends meetings and conferences, as required.
  • Skills in gathering information, compiling data and preparing reports.
  • Represents agency in a positive manner to the general public within the community.
  • Cooperates with other Agency programs to advance Agency mission.
  • Other duties as assigned.
SKILLS AND QUALIFICATIONS:
  • Ability to understand and follow written and oral instructions.
  • Must have the ability to exercise sound judgment and to arrive at a solid conclusion.
  • Skills in oral and written communication. 
  • Utilizes training, technical assistance, and feedback to enhance or improve performance.
  • Should be sympathetic to the needs of the low income and have the ability to relate to low-income people.
  • Able to sit or stand for long periods of time and lift 40lbs. 
  • Must be computer literate and have working knowledge of basic computer software such as Microsoft Office including Word, Excel, and PowerPoint.
  • Must be knowledgeable of basic office procedures and have the ability to operate basic office machinery. 
  • Must have good organizational skills and experience working with the public. 
  • Must be multiple task oriented.
  • Must have access to automobile and have current Kentucky driver’s license.
  • Must be free from communicable disease.
EDUCATIONAL REQUIREMENTS:
  • High school diploma or equivalent (required).
  • Post-secondary education and supervisory experience of five or more staff highly desired.
JOB LOCATION:
This position’s main office location will be based in either Lebanon, KY or Elizabethtown, KY.
